ARC LICO was commissioned by the China Railway Design Corporation (CRDC) to conduct a comprehensive Heritage Impact Assessment (HIA) and Archaeological Impact Assessment (AIA) for the Philippine National Railways (PNR) South Long Haul (SLH) Project—an ambitious 556.8-kilometer railway traversing Muntinlupa, Laguna, Quezon, Camarines Sur, Albay, Sorsogon, and Batangas. Our scope covered extensive site mapping, condition surveys, archival and historiographical research, stakeholder coordination, and risk evaluation across 86 identified cultural and archaeological sites along the proposed alignment.
The dual assessment not only ensured regulatory compliance with the National Commission for Culture and the Arts (NCCA) and the National Museum of the Philippines, but also safeguarded the project’s timeline from future legal or cultural delays. With our systematic documentation and protection planning, ARC LICO provided the client with detailed heritage and archaeological profiles, allowing for the seamless integration of mitigation strategies into engineering and design phases.
